Commit Message Policy

• Always use Conventional Commits.
• Format: <type>(<scope>): <subject> when scope is applicable.
• Allowed common types: feat, fix, docs, refactor, test, chore, build, ci, perf, revert.
• Use imperative, concise subjects (for example: feat(skills): add effector-storage skill).
